Per the Whatcom County Parks website: "The first 0.7 miles of the Point Whitehorn Trail is fully accessible with viewpoints looking over the Strait of Georgia and San Juan Islands. The final 0.1 mile is a steep switchback descending from the bluff to a rocky windswept beach."
